This PDF map behavior is as designed. The order of layers on the map are displayed as followed: - Basemap layers, such as the Human Geography Map. - Operational layers, such as road labels. - Reference layers such as the the color-coded map layer.Workaround
Use a different Esri basemap in ArcGIS Community Analyst.
