Additional Information

The problem is that the file being used is a LAS 1.4 format file. Support for LAS 1.4 was introduced in 10.3.1 so that's why the tool works on that file starting with that release. There is, unfortunately, no practical means of back-porting support for LAS 1.4 to earlier releases so this is a known limit.
