After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
If the routing utility services are configured to be from ArcGIS Online, the hosting server must have internet access when the option to include route layer is selected. The workaround is to publish all the routing services on the hosting or any other server with the Portal for ArcGIS. Do not use ArcGIS Online services for routing.
Workaround
Use on-premise route service instead of ArcGIS Online network utility.
