The pie chart symbology does not operate as expected when the size type is set to sum of fields and the 'Maximum size' checkbox is enabled.

This issue is addressed in ArcGIS Pro 3.8.Workaround
Use the Export Features tool and enable Z values for the new feature class. The 'Maximum size' parameter works as expected in the new feature class.
