The Patch Notification tool for ArcGIS Enterprise software supports HTTPS-only download for patch versions 10.8 and later. For older environments with mature or retired versions of ArcGIS Enterprise that require HTTPS, patches can be downloaded manually from https://support.esri.com/en-us/patches-updates.Workaround
