Many commands are contextual to have an active map view. When the map loses focus, the commands are disabled. The correct workflow is to select the features to copy and use the Append tool.Workaround
Make sure the active map view is in focus to ensure this is not a context issue. The correct workflow is to select the features to copy and use the Append tool.
