Workaround

Project your input dataset to to “GCS_WGS_1984” using a right transformation before using the Layer to KML tool, the output KMZ will be correct with no spatial shift.Workaround 2:In ArcMap, set the projection of the ArcMap Data Frame to GCS_WGS_1984, and apply the correct geographic transformation to the ArcMap Data Frame. Then run Layer to KML or Map to KML from within ArcMap. The output will be transformed correctly.
