Workaround

1. Do not stack elements but convert one element at a time into features and then add them to AnnotationLayer. Refer source code in the CreateAnnoTool_ESRI_Workaround_I.cs file.2. Reverse the order of elements in the stack, after the second element, so that in ArcMap view opaque circles cover the text elements. This order appears opposite in the ArcGIS Server Preview for optimized document, and thus looks as expected.Refer source code in the CreateAnnoTool_ESRI_Workaround_II.cs file.
