The option to view in Google Earth in the REST Services Directory is not available if ArcGIS for Server 10.1 is configured with web-tier authentication.

Workaround

While the KML/Google Earth link option is not available when browsing REST in either security model (server tier or web tier), it is still possible to access the .kmz file directly if the security model is set to web tier, the user is providing a valid username/password via web tier authentication, and the URL can be guessed/known. For example on a service named "Homes", the .kmz file URL should be: http://<host>/arcgis/rest/services/Homes/MapServer/kml/mapImage.kmz. Thus the general form is http://<host>/arcgis/rest/services/<ServiceName>/MapServer/kml/mapImage.kmz (for services with KML enabled)
