The option to create a hosted feature layer from the user content is unavailable on a single machine-based ArcGIS Enterprise Azure Cloud Builder deployment.

Workaround

1. Export the application gateway certificate as a PFX file, and update the certificate in the data store using the data store command line utility. Refer to: https://enterprise.arcgis.com/en/portal/latest/administer/windows/update-ads-ssl-certificate.htm.
2. Export the root certificates used by the ArcGIS Enterprise portal.
3. Import it to ArcGIS Server and the ArcGIS Enterprise portal from the admin page.
4. Restart the machine.
