The Operations Dashboard for ArcGIS spatial filter does not honor grouped layers.

This is the expected behavior. Map actions such as pan, zoom and spatial filtering are only available when the Category Selector when configured by features. This is outlined in the documentation in the https://doc.arcgis.com/en/operations-dashboard/help/configuring-actions-on-dashboard-elements.htm

Workaround

Set the selector to Grouped Values which consolidates choices unique to the field in the parcel layer. However, the action to filter point data spatially is absent.
