Additional Information

This is no longer reproducible with ArcGIS Enterprise 10.8 or ArcGIS Online. Vertical scroll bars appear as text is added, and the toolbar is always visible.

Workaround

The workaround is to click Done to exit configuration mode, and then reopen the configuration, and the toolbar is visible again.
