As per the related BUG in ArcGIS Online (BUG-000112320), this is a known limitation within the Maps and Apps Gallery app template. The Minimal Gallery template will be available as part of the release of ArcGIS Enterprise 10.6.1 and is compatible with Operational Dashboard applications.
