This approach requires the user to modify the feature services using the REST Admin page. Ensure all local edits are synchronized from all field devices before following this workflow. Additionally, this workflow ultimately requires the field users to redownload their offline map areas after these changes are made.
1. Go to the item details page in ArcGIS Online for the hosted feature service.
2. Click the Settings tab.
3. Uncheck the Enable Sync check box to disable sync. If the check box is unavailable, first disable sync for any corresponding views from that service. If there are any existing offline maps from this feature service, a message is sent inquiring if the offline maps are to be removed. Ensure all local field edits are synchronized here.
4. At the bottom of the Overview tab, click the View button next to the URL section.
5. On the top ribbon, click Admin. This is supposed to be at the root of the feature service, not per layer.
6. In the Supported Operations section, click Update Definition.
7. Clear all the existing JSON content and enter the following: {"syncRowsMovedOutsideFilter" : true}
8. Click Update Service Definition. If there are views, apply Steps 4 through 8 for each view.
9. Re-enable the sync capability on the feature service and Views through the item details Settings page.
10. In the ArcGIS Field Maps app on mobile devices, redownload the offline map areas.
