Bug
The Notebook documentation does say that Data Access (arcpy.da) is an included ArcPy module. It would have been helpful to see an alert box or something in the documentation that UpdateCursor doesn't work with private feature services.

Please use arcpy.SignInToPortal("notebook") for signing into the portal using ArcPy. Please continue to use gis=GIS("home") for connecting with GIS to access their portal content. UpdateCursor does work with public feature services.
