Additional Information
It is expected that the nodes.properties file removes the standby node machine name when the standby machine is not accessible. If you stop the standby, stop the primary, then start the standby first, it will not assume the role as primary as it doesn't have the latest data from primary.
Workaround
After performing a failover, edit the file to include the name for the dropped node in the 'nodes.properties' file.
