The NIM062878 bug recurs in ArcGIS for Desktop 10.2. When a TIFF image rectified in ArcMap 10.2.0 is resampled, the resulting image can be viewed in ArcMap but displays a black screen in Microsoft Paint.

Additional Information

In this case, bit depth of rectified image is being promoted to 16 bit which can not be opened in Paint or some other application.

Workaround

Use the Copy Raster toolset (Data Management) to take all defaults and specify 'force (red-green-blue) RGB' to create the RGB image before or after rectifying. For the Export Layer, do not select NoData pixel depth in the output raster dataset.
