In ArcGIS Pro, icons are only intended to appear in the operating system for files that are related to, and can be opened in ArcGIS Pro, such as a project (.aprx), a map file (.mapx), or a layer package (.lpkx). At this time there is no defined operation that allows opening a toolbox in ArcGIS Pro, therefore toolboxes of any kind (.tbx, .pyt, and .atbx) do not have an icon in the operating system defined by ArcGIS Pro. ArcGIS Pro does not set an icon in the operating system for .tbx files. An icon is set in the operating system for .tbx files by ArcMap. In ArcMap, it is inconsistent which file types are assigned icons in the operating system and why. A consistency in ArcGIS Pro should set user expectations about what to expect with ArcGIS Pro-related files from File Explorer or the command prompt. If it does not have an icon, do not try to open it.
