This is as designed. The new dataset contains historic traffic information and it replaces the speed limits.Workaround
1. In Business Analyst (BA) preferences, click the Dataset tab.2. Click the browse button next to streets network and navigate to BA 2011 network datasets. This will enable the speed limits templates. The default directory for BA 2011 Data network data sets is: <a href="file:C:/ArcGIS/Business" target="_blank">C:\ArcGIS\Business</a> Analyst\US\Data\StreetMapData.Steps to Reproduce
