The network data source changes to ArcGIS Online when exiting and reopening an ArcGIS Pro project.

This behavior is as designed. The network data source is not a saved project setting. Instead, when opening a project, the default network data source is determined based on a few rules. If there is a network dataset in the map, it uses it. If there are Network Analyst layers in the map, it uses the network data source of one of them. If there is no Network Analyst content in the map, it typically reverts to the active portal, which in this case was arcgis.com.Steps to Reproduce
