Configuring the 'signInHelp' property is not supported in Portal for ArcGIS version 10.3 and above. The help documentation is updated to remove the section on configuring the 'signInHelp' property for ArcGIS Enterprise 10.7.1. The 'signInHelp' property is removed from the portal configuration file for ArcGIS Enterprise version 10.8.Steps to Reproduce
