The NDVI function does not have the option to 'Create new layer' when using an ArcGIS Pro Standard license with the 3D Analyst extension applied.

Additional Information
This issue is not related to the 3D Analyst extension and the Standard license. If a map is not opened, then all functions only allow users to 'save as' because there is no map for the function raster layer to go to.Workaround
Perform any of the following workarounds to resolve the issue:
- Remove the 3D Analyst extension.
- Use an Advanced license with the 3D Analyst extension.
