Additional Information

The issue is non-reproducible in version ArcGIS Pro 2.9.

Workaround

  1. Use the Export to CAD geoprocessing tool in ArcGIS Pro.
  2. Use the original workflow and define the projection.
  3. Zoom to Paris and move to display the DWG.

Note: The georeferencing works correctly.
