The 'Mosaic to New Raster' tool does not provide the correct output when the 'Last' mosaic operator is used with rasters having different pixel depths and outputting to the Esri Grid format.

Additional Information

This issue is not reproducible in ArcGIS Pro 2.7. A separate bug has been logged to fix this issue in ArcGIS Desktop.

Workaround

Export to a raster file geodatabase or another raster format besides Esri Grid format.
