The workaround is the designed workflow.

Workaround

  1. Save the toolbox in ArcGIS for Desktop 10.3.
  2. Copy the toolbox in ArcGIS Desktop 10.5.
  3. Right-click the toolbox, and click Save As > 10.3 Toolbox. The models in this 10.3 Toolbox are visible in ArcGIS for Desktop 10.3.1.
