The minScale or maxScale of individual layers is not honored using the AGSDynamicLayerInfo class in ArcGIS Runtime SDK for iOS 10.2.4.

Workaround

  1. Make a new call to the map service for each individual layer.
  2. Set only the layer of interest as the visible layer.
  3. Set the minScale or maxScale value for each map service as appropriate.
