The minScale and maxScale properties of LabelClass in ArcGIS API for JavaScript 4.3 and 4.2 do not work with values below 1129.

Additional Information

When `minScale` is smaller than the scale of the highest LOD then the labels/symbols are not displayed anymore. In this example, the map goes down to level 19, which has scale 1128.4971763449764. Anything below that scale will never show up (or never hide when used in maxScale).
