The minimum characters required for Security Assertion Markup Language (SAML) or OpenIDConnect (OIDC) usernames has been lowered from six to three at ArcGIS Enterprise 11.5. Adding members with SAML or OIDC usernames containing less than 3 characters can be done through the /portaladmin/security/users/createUser API.Workaround
Add members with SAML or OIDC usernames containing less than six characters ArcGIS Enterprise 11.4 through the /portaladmin/security/users/createUser API.
