The metadata description is duplicated under the Description and Document Info sections at the service REST endpoint.

Workaround

1. In ArcGIS Pro, remove the description from the metadata for the map, and click Publish.
2. In ArcGIS Server Manager, select the service, and click Item Description.
3. Add a description, and click Save and Restart.
