The merge geoprocessing tool only inherits the layer extent of the first input feature class. When zooming to full extent all data is not displayed until this extent is corrected.

Workaround
User can run sdelayer -o alter -E calc to recalculate the extent to include all features. This will enable users to zoom to full extent and see all features from the input feature classes.
