The measure tool's ruler icon cannot be resized or removed, and it obstructs the measurement. In ArcGIS version 2.8, the icon was smaller.

This icon has not changed. One of the images provided shows a very small measurement taken, with the measurement tooltips appear clustered together. In such instances, it is recommended to zoom in for a closer view and avoid the issue.
