Additional Information

This is a known limitation with the current Map Viewer. This works fine in the new Map Viewer Beta (https://www.esri.com/arcgis-blog/products/arcgis-online/announcements/introducing-map-viewer-beta/).

Workaround

When using the current Map Viewer, publish the web map with a well-known ID (WKID).
