This issue is not reproducible in ArcGIS Pro 2.6.Workaround
Change the decimal symbol from ',' to '.' by navigating to Control Panel > Clock and Region > Region > Additional settings > Decimal symbol. Then, clear the ArcGIS Pro profile by renaming the 'ESRI' folders in:
- C:\Users\username\AppData\Local
- Regedit > HKEY_CURRENT_USER > Software
