Choosing a Matrix tile when adding a WMTS layer in Portal for ArcGIS Map Viewer is supported in the 11.1 release. However, the workflow is not supported in Portal for ArcGIS Map Viewer Classic.Workaround
- Add the WMTS as a new item and select the appropiate Matrix tile.
- Add the WMTS item to a new map, save the map, and use the map as a basemap.
