Additional Information
This is a known limitation on the map service level and is currently by design due to performance reasons. Please log an enhancement for the ArcGIS Enterprise map service to support this functionality, and once that is implemented, the ArcGIS API for JavaScript team could consider enhancing the product to support this functionality as well.Workaround
In ArcGIS API for JavaScript, the definition expression is honored when the sublayers are loaded individually with the FeatureLayer class.
