Bug
The Map.aptx project template in ArcGIS Pro does not respect the organization's default basemap extent that has been set in ArcGIS Online or Portal for ArcGIS. It displays the map using the default extent of the United States.

Additional Information
Persisted templates are no longer used for this case so that basemaps are respected.Workaround
- Create projects using the Blank template, and add a map to the project manually.
- Create a custom project template, Refer to the following link, http://pro.arcgis.com/en/pro-app/help/projects/create-your-own-project-template.htm.
