The Map widget in ArcGIS Experience Builder intermittently displays features which do not meet the SQL expression in the Filter widget when zoom to action is added to the Filter widget.

Remove the zoom to action from the Filter widget. Refer to the example of ArcGIS Experience Builder without 'Zoom to' action.
