Workaround
• Create a locator having reference data in a geographic coordinate system.
• Use a different address locator style, other than General- Single Field.
• Use a projected coordinate system matching the basemap. Use the Web Mercator for default basemaps or use a custom basemap in the map viewer matching the projected coordinate system of the reference data.
• Use a locator created prior to ArcGIS 10.3.
