Same as ArcGIS Online bug BUG-000152133, but tracking separately for ArcGIS Enterprise.Workaround
Use a default basemap with spatial reference 102100 or select a web map with the aforementioned spatial reference when prompted for it in ArcGIS StoryMaps.
