The map service using the S-JTSK_Krovak_East_North (WKID 5514) spatial reference fails to load as a basemap from the Basemap Gallery widget in a disconnected ArcGIS Enterprise 10.7 or 10.7.1 site.

Additional Information

This issue is not reproducible in Map Viewer in the current supported versions of ArcGIS Enterprise. If the issue persists, submit a new defect.

Workaround

Open Map Viewer > To use a service > Click Add > 'Add Layer from Web' or 'Search a Layer' > Check 'Use as Basemap' > click Add Layer.
