Additional Information

This is a known limit with ArcGIS Server, we do not support hidden share

Workaround

Use a path to the cache directory that does not include a hidden share ($), e.g., <a href="file://hostname/arcgisserver/arcgiscache." target="_blank">\\hostname\arcgisserver\arcgiscache.</a> Confirmed that this issue still exists at 10.1.1
