The Map Layers widget in ArcGIS Experience Builder does not allow users to hide the layers when Preview even if the layers are hidden in the template.

This is not a bug. The configuration inside a Map Layers widget does not affect either the layers inside the Map tool or the layers inside other Map Layers widgets. The actual 'visibility' at run time, meaning the 'eye' icon or check box, syncs together across all these widgets with the list of layers.Steps to Reproduce
