This issue is fixed in ArcGIS Enterprise 11.3.Workaround
- Change the Symbol style of the unique symbols to vector symbols instead of classic symbols, as the vector symbols display the size slider.
- If using the classic symbols, save and resize in Portal for ArcGIS Map Viewer Classic.
