Duplicate of BUG-000155205.Workaround
For map image layers, disabling dynamic layers can prevent this behavior. For example, in ArcGIS Server Manager > Services > [Service] > Capabilities > Dynamic Workspaces > uncheck 'Allow per request modification of layer order and symbology' > Save and Restart). However, the capabilities provided by dynamic layers are not available.
