The Manage Map Server Cache Tiles tool generates empty tiles at certain scales when applying a predefined area of interest (AOI) polygon created using the Map Server Cache Tiling Scheme to Polygons tool.

Workaround

Select an AOI polygon that does not share the same boundaries as a cache tile.
