Additional Information

If publish to ArcGIS Server (Linux) 10.7 from ArcMap 10.7 or 10.6.1 or ArcGIS Pro 2.4, the error message, "LOC_ERROR":"NO_ERROR" is returned in the REST end point result. The error is not reproducible.
