This defect is resolved for ArcGIS Enterprise 11.3 in the ArcGIS Server 11.3 Production Mapping Topographic Production Service Patch. The path is available through the ArcGIS Enterprise Patch Notification Tool, and can be downloaded from this URL: https://support.esri.com/en-us/patches-updates/2024/arcgis-server-11-3-production-mapping-topographic-production-service-patch. This issue is addressed in ArcGIS Pro 3.4.

Workaround

In ArcGIS Pro, move the selected area of interest (AOI) 1000 meters to the northeast. Use this AOI for the area_of_interest parameter in the Make Grids And Graticules Layer geoprocessing tool.
