The Make Feature Layer tool in ArcGIS Pro 2.1.2 does not respect selections as it does in ArcMap 10.6.

Additional Information

This is not consistent, but the pro behavior is good and desirable.

Workaround

1. Select the desired features. 2. In the Contents window, right-click the feature class > Data > Export Features. The Geoprocessing window opens with the Copy Features tool.3. Click Run.A new layer from the selection is created.
