Additional Information

This issue is not reproducible in ArcGIS Desktop 10.8.1.

Workaround

  1. Save the .dbf file in a geodatabase.
  2. Navigate to the file geodatabase (FGDB) in the Catalog window.
  3. Right-click Administration.
  4. Select Compact Database and click OK.
