This issue is not reproducible with the ArcGIS World Geocoding Service. Custom locators return a match to the best result they can find if the exact address cannot be found. If the only result is one in a different postal code, it may have a lower score, users can either set the match score higher or unmatch the candidate.Steps to Reproduce
